This training promotes best practices for responding to and investigating crimes of trauma, primarily sexual assault. This training centers on trauma informed, victim-centered, and offender-focused multidisciplinary response, and employs nationally recognized and research-supported methods. You will have a better understanding of how trauma impacts victim behavior and memory, and the implications for investigations, how to utilize trauma-informed interview techniques and offender focused investigative strategies, and how offenders target their victims and exploit victim vulnerabilities or create them using a variety of techniques. This knowledge will enable you to better support victims and hold offenders accountable. Other crucial aspects covered are the Physical Evidence Recovery Kit (PERK) tracking system and the Violent Crime Apprehension Program (ViCAP).



Stephen Elswick provides investigative and technical support and assistance to law enforcement agencies and facilitates training on trauma-informed sexual assault investigations. Steve holds a BS in Criminal Justice with a concentration in Law Enforcement Organization and Administration, and a minor in Psychology from Radford University. In his 27-year law enforcement career, he served as a police officer for the Roanoke County Police Department and as a K-9 handler and was a sex crimes detective in the Major Crimes Unit for Aurora, Colorado Police Department. Stephen has extensive experience conducting victim-centered sex crimes investigations alongside victim advocates to enhance the potential for prosecutable cases and maintain victim engagement with the criminal justice system.


Lilian Oviedo is the SAKI Advocacy Trainer at the Virginia Office of the Attorney General. In collaboration with the
SAKI Investigator, she leads training efforts for law enforcement, prosecutors, victim advocates, and other stakeholders, focusing on the neurobiology of trauma to improve victim-centered best practices in the investigation
of sexual assault cases. Prior to her role in SAKI, Lilian worked as a Child Victim Identification Program (CVIP) Analyst
with the National Center for Missing & Exploited Children (NCMEC) handling child sexual exploitation cases. In that role, she analyzed child sexual abuse material (CSAM) to identify potentially new content and recognized child
series, drafting reports for both domestic and international law enforcementagencies.


Lilian also brings extensive experience in direct service advocacy for survivors of sexual assault and domestic
violence. In these roles, she provided psychoeducation, crisis stabilization, emotional support, and safety planning
for survivors navigating complex trauma. She facilitated adult and youth support groups, responded to 24/7 crisis
hotline calls, and offered in-person accompaniment to survivors during court proceedings. Her years of frontline
advocacy have shaped a deep expertise in trauma-informed service provision, which continues to guide her
systems-level collaboration and statewide training efforts within the SAKI program.

This program will answer what the Virginia Attorney General’s Medicaid Fraud Control Unit (MFCU) is and how they criminally investigate Medicaid provider frauds and elder abuse cases that affect Virginia’s most vulnerable citizens. Presentation will include case studies / real examples of criminal investigations successfully investigated and prosecuted throughout Virginia.


Jeff Overbeck is a career law enforcement officer with 37 years of military, state, and federal law enforcement
experience. He formerly served in the U.S. Air Force Security Forces, the Defense Intelligence Agency and the
Virginia State Police as a state trooper and BCI special agent. In 2022, Jeff retired after 20 years as a federal agent
with the HHS Office of Inspector General. His white-collar crime and fraud investigations netted over 75 convictions
of health care providers, executives, and corporations, recovering over $2.6 billion for federal, state and private
health care insurance. Jeff specializes in the complex investigation of pharmaceutical companies that fraudulently
market opioid medications. His cases include the landmark convictions of Purdue Pharma and its three top
executives for criminal misbranding of its painkiller, OxyContin, as featured in the Hulu TV miniseries, Dopesick.
Currently, Jeff is the investigative supervisor for the Virginia Attorney General’s Medicaid Fraud Control Unit
(MFCU), leading a team of criminal investigators and legal staff in the Roanoke Regional Office. Over the past four
years, his MFCU investigative team has obtained 29 criminal convictions and over $14.7 million in fraud restitution,
fines and asset forfeitures.

Advocates do deeply meaningful work, often supporting people through crisis, trauma, and complex challenges—and that impact can be emotionally demanding. Advocate Well-Being is an interactive workshop designed to help advocates strengthen their own well-being so they can continue showing up with compassion, resilience, and effectiveness. Through guided discussion and practical activities, participants explore self-care as an essential professional practice (not a luxury) and learn realistic strategies they can apply at work and at home. Topics include setting and maintaining healthy boundaries, recognizing early signs of stress, building supportive routines aligned with personal values and workplace realities, and using the PERMA well-being framework as a practical tool for sustaining wellness. By the end of the session, participants will understand the foundations of self-care in advocacy work, recognize signs of stress, identify boundary-setting strategies, and apply PERMA to enhance resilience and fulfillment, while gaining space for reflection, connection, and skill-building that supports caring for themselves as they care for others.


Joy Ingram is a love superhero fighting the forces of heartache and hatred. Invoking the power of the pen to create
verses of victory, she helps those in anguish diminish their suffering and discover delight. Joy is currently crusading
to help people plant love and grow joy in all aspects of their lives. After repeatedly getting knocked down by
tremendous hardships, Joy completed a Bachelor of Arts in English at Georgia State University. Later, she took a
leap of faith and left her comfy, corporate job to join other superheroes as an advocate for survivors of domestic
and sexual violence. After doing survivor advocacy work for a few years, she was blessed with the opportunity to
expand her advocacy and launch a business that allows her to explore multiple talents and passions including public
speaking and consulting. Dedicated to walking beside survivors and advocates on their healing journeys, Joy is
committed to a life of fostering healthy relationships whenever and wherever possible. When she’s not working, you
can find her on a beach sipping coffee (or wine) and reading a good book.
